    Maldives on the backfoot

Maldives on the backfoot due to strong reaction in India. Temperatures are rising between India and Maldives over the objectionable comments made by a government minister Mariam Shiuna and other leaders during Prime Minister Narendra Modi’s visit to Lakshadweep.

These statements are described as a big blow to the relations between the two countries. Moreover, it has continuously derailed since Mohammad Muizzu became the President. Many celebrities and common people in India are expressing their displeasure about this. #BycottMaldives is trending on social media platforms in India.

    Affect on the Maldives

Meanwhile, the Maldives’ Mohammed Muizzoo government has started trying to compensate for the loss. The government first issued a statement distancing itself from the minister’s comments. After this, media reports quoting the government claimed that the people who made the comments had been suspended.

As per the report, the government of Maldives released a statement declaring that individuals who hold government positions and have made derogatory remarks about India on social media have been suspended. The Ministry of External Affairs has released a statement regarding the incident. According to media reports, apart from Maryam Shiuna, Malsha Sharif and Mahzoom Majid have also been suspended.

Statements of the leaders of the previous government of Maldives

The former deputy speaker confirmed the suspension of ministers. Former Deputy Speaker and MP of Maldives Eva Abdullah, while confirming the suspension of the ministers, has said that the government should apologize to the people of India. Eva Abdullah said, “We have been dependent on India for economic relations, social relations, health, education, business, tourism etc. People are aware of this and they are thankful for it. All political parties, including former ministers and coalition partners of the current government, have condemned the derogatory remarks.”

Before this, former President Mohammad Nasheed, former President Ibrahim Mohammad Solih and former Foreign Minister Abdullah Shahid condemned the statement and advised the current government.

    Muizzu Policy

Before Muizzu, Ibrahim Mohammed Solih was the President of Maldives and his government had implemented the policy of ‘India First’. Whereas Muizzu had contested the elections with the slogan of ‘India Out’. After winning the victory, Muizzu’s decisions started showing increasing distance in the relations between the two countries. Muizzu is considered closer to China than India.

    Foreign affairs experts criticized

On this matter, foreign affairs expert Robinder Sachdev said, this is condemnable. There is a section that is anti-India. India not only helps the economy through tourism. We also provide them with security. There was a coup in Maldives in 1988. India sent its troops and the coup was stopped within hours. Therefore India is for the national security of Maldives. There were occasions when the island experienced a severe shortage of water. India sent aircraft and our army with bottled water.

As per the foreign affairs experts MP Modi’s visit to Lakshadweep was to counter changing policies in Maldives. The result is a lot of Indian tourists cancelled hotel bookings and flights to Maldives. The tourists are diverting from Maldives to Lakshadweep, Andaman and Nicobar Islands and other beautiful beaches in India

  • Kharge attempt to win 2024

    Kharge attempt to win 2024

Kharge on Saturday made the first major reshuffle in the organization during his tenure. Before the Lok Sabha elections in 2024, the team of Congress National President Mallikarjun Kharge has been announced. Kharge did not experiment like the BJP in forming his new team. He gave preference to mostly experienced leaders instead of new faces. Through this reshuffle, Kharge is attempting to win the Lok Sabha Election in 2024 and holding tight to his position in the Congress.

    Reshuffles done by Kharge

While Priyanka Gandhi has been relieved of UP and made the General Secretary without charge, Sachin Pilot has been made the General Secretary and appointed in-charge of Chhattisgarh. Once again making changes in Madhya Pradesh, General Secretary Jitendra Singh has been given additional charge of Assam along with it. Due to the reshuffle, five leaders including Tariq Anwar and Harish Chaudhary have been removed from posts in the organization.

The party which is preparing for the Lok Sabha elections is strengthening its organization. During the reshuffle, the party seems to be setting aside things like the Udaipur resolution to avoid new experiments. However, the party has made three women general secretaries out of 12 general secretaries. Apart from this, to remove the ongoing discrepancy between North and South, 7 General Secretaries have been taken from the Hindi belt states of North India.

    Increase Percentage of Success

Priyanka Gandhi Vadara: General Secretary without charge, a hidden message given by Kharge

The party intends to utilize Priyanka Gandhi for organizational decisions and publicity across the country rather than limiting her to one state by keeping her as General Secretary with no responsibility. The party can also make her contest the Lok Sabha elections in Uttar Pradesh. These may be the hidden messages.

One more hidden message some political experts may understand. Everyone in politics is ambitious, Kharge may not be an exemption. A proposal by Mamta Banerjee may have given a boost.

Sachin Pilot: Finally stepped into national politics

Differences between Ashok Gehlot and former Deputy Chief Minister Sachin Pilot in Rajasthan are well known. After Gehlot refused to accept the presidential post and join national politics it was a confusing state for the congress party. The party doesn’t want to lose anyone of them. Sachin Pilot’s political career growth in Rajasthan state was restricted. Probably this may be the reason for giving responsibility to Sachin in national politics. Finally, Pilot has stepped into national politics.

Although Pilot has campaigned in many states as a star campaigner, he has now formally got the responsibility of Chhattisgarh state. The challenge before him is to end the factionalism of Chhattisgarh. Moreover, he has to ensure victory in the Lok Sabha elections in 2024.

    Jitendra Singh: Trust remains intact

The party’s trust in Rajasthan’s Jitendra Singh remains intact. He has been made the General Secretary in charge of Assam. Along with this, an additional charge of Madhya Pradesh has been given to him by Kharge.

    Avinash Pandey’s stature increased again

Avinash Pandey of Maharashtra is among the experienced leaders of the organization. While he was in charge, Congress returned to power in Rajasthan in 2019. Instead of being in charge of Jharkhand, he has now been sent to Uttar Pradesh in place of Priyanka as general secretary.

    Deepa Dasmunshi-Female face

Deepa Dasmunshi has been made the additional general secretary in charge of Telangana along with Kerala-Lakshadweep. Dasmunshi can emerge as the new female face of the party.

Ghulam Mir and Nasir Hussain: New Muslim Faces

Ghulam Ahmed Mir of Jammu and Kashmir has been made the General Secretary and given the additional charge of West Bengal along with Jharkhand. Karnataka’s Rajya Sabha MP Nasir Hussain has been made in charge of the Congress President’s office. These two leaders can be big Muslim faces of the party in the coming days.

Venugopal, Jairam, and Wasnik are retained by Kharge

KC Venugopal has been retained as the organization’s general secretary. Similarly, Jairam Ramesh is in charge of communication and Mukul Wasnik is in charge of Gujarat. Whereas Deepak Babaria has been retained with the additional charge of Haryana along with Delhi.

Surjewala returned from MP and Selja’s state changed.

After the crushing defeat in Madhya Pradesh, the additional charge of Madhya Pradesh has been withdrawn from Randeep Surjewala. Now he has been kept as General Secretary in charge of Karnataka only. Similarly, after losing Chhattisgarh, Kumari Selja is been sent to Uttarakhand.

Two joint treasurers are appointed along with Treasurer Maken.

Ajay Maken will remain the treasurer. Whereas Milind Deora and Vijay Inder Singla have been appointed to the post of Joint Treasurer.

Those who are been removed may be accommodated elsewhere.

Tariq Anwar and Bhakta Charan Das, are been removed from the post of party general secretary. They have been asked to start preparing to contest the Lok Sabha elections. Similarly, Harish Chaudhary can be given important responsibility in Rajasthan. Apart from these, Rajni Patil and Manish Chatrath have been removed from the in-charge of the states.

  • Indian Parliament Sessions since 2014: A summary.

Indian Parliament Sessions since 2014: A summary.

Indian parliament sessions are disrupted regularly for one or other reasons. However, this is not a new phenomenon the first disruption occurred in the year 1963. Recently a conflict has been going on due to the suspension of a lot of members of parliament. This creates confusion in the minds of voters, especially First Time Voters.

It is a perception or fact that Indian Parliament Sessions have been disrupted more since 2014. Let’s have a summary of Indian Parliament Sessions since 2014.

Since 2014, the Indian Parliament has seen multiple sessions across two Lok Sabhas (16th and 17th) with varying degrees of productivity and significant legislative and political developments. Here’s a breakdown of some key aspects:

The legislative output of the Indian Parliament since 2014 has been significant. However, the productivity and content of legislation have varied by session. It is influenced by factors like political dynamics, public debate, and disruptions.

Here’s a breakdown of the legislative output in different categories:

    • Economic Reforms: The Goods and Services Tax (GST) Bill, one of the most significant tax reforms in India’s history, was passed in 2017, aimed at unifying and simplifying the indirect tax system.
    • Social Welfare: Schemes like the Pradhan Mantri Jan Dhan Yojana (financial inclusion) and Ayushman Bharat (health insurance) were implemented through legislative backing.
    • National Security: Laws like the Unlawful Activities (Prevention) Amendment Act (UAPA) and the National Security Agency (NSA) amendment were passed, strengthening security measures.
    • Infrastructure Development: Bills for projects like the Dedicated Freight Corridor, Sagarmala Project, and Smart Cities Mission received legislative approval.
    • Insolvency and Bankruptcy Code (IBC) for quicker debt resolution
    • Real Estate (Regulation and Development) Act (RERA) for consumer protection in property deals
    • Citizenship Amendment Act (CAA) granting citizenship rights to certain persecuted minorities from neighbouring countries
    • Farmer’s Produce Trade and Commerce (Promotion and Facilitation) Act (FPTC) aimed at facilitating farmer-to-consumer trade
    • Data Protection Bill: Balancing privacy with innovation and government access remains a challenge.
    • Environmental Impact Assessment (EIA) Bill: Concerns over potential environmental consequences and public consultations.
    • Population Control Bill: Ethical and practical considerations lead to ongoing debate.
    • The BJP government’s strong majority in the Lok Sabha has facilitated faster passage of its legislative agenda in some sessions.
    • However, disruptions by opposition parties, public protests, and internal disagreements within the Parliament can lead to delays and reduced productivity in other sessions.
    • Recent sessions have witnessed a decline in productivity compared to earlier years, prompting concerns about the Parliament’s efficiency.

A perception is created by Congress that it is due to the dictatorship of the BJP Government. While the government is blaming opposition parties for disrupting parliament sessions. The reasons for disruptions in Indian Parliament sessions since 2014 are complex and multifaceted. However, it can be broadly categorized into several key factors:

    • Ideological Differences: Strong disagreements between the ruling BJP and various opposition parties on key issues like economic policies, social welfare programs, and national security can lead to heated debates and attempts to disrupt proceedings.
    • Opposition tactics: Opposition parties may resort to disruptions as a way to draw attention to their concerns, stall unpopular legislation, or pressure the government to address specific issues.
    • Power dynamics: The BJP’s strong majority, while seemingly conducive to smoother proceedings, can sometimes embolden the ruling party to push through legislation without adequately addressing opposition concerns, leading to protests and disruptions.
    • Internal dissent: Disagreements and factions within both the ruling party and opposition can also lead to disruptions as members try to voice their dissent or challenge party leadership.
    • Lack of time for grievances: Opposition parties often feel they are not given enough time to raise their concerns on the floor of the House. This is leading to frustration and potentially disruptive tactics.
    • Unresponsiveness of the government: When the opposition feels the government is not adequately addressing their questions or concerns, they may resort to disruptions to get their voice heard.
    • Lack of discipline: In many cases, disruptions occur due to a lack of adherence to parliamentary decorum and protocol. It is been done by individual members, regardless of their ideological or political positions.
    • Weak disciplinary mechanisms: The Parliament’s mechanisms for disciplining disruptive members are often seen as inadequate or rarely used. This emboldened some members to disrupt proceedings without facing serious consequences.
    • Media attention: Disruptions can receive significant media attention. That can incentivize some members to engage in such tactics for political gain or to raise their profile.
    • Rise of populism: An increasingly polarized political environment with the rise of populism. Moreover, it can exacerbate existing ideological differences and increase the likelihood of disruptions.
    • The reasons for disruptions are often complex and intertwined, and attributing blame to any single factor is an oversimplification.
    • There are also instances where disruptions are justified. When the government attempts to bypass parliamentary norms or pass controversial legislation without proper debate.
    • Finding solutions to address disruptions requires a multi-pronged approach involving political parties. The Speaker/Chairman and civil society stakeholders to strengthen parliamentary norms, improve dialogue, and ensure the effective functioning of the legislature.

Hopefully, this provides a broader understanding of the reasons behind disruptions in Indian Parliament sessions

    • Reduced Productivity: Frequent disruptions and protests by opposition parties have sometimes compromised the Parliament’s ability. Thus reducing the productivity of the house.
    • Public Perception: Frequent disruptions can lead to a negative perception of the Parliament’s efficiency and its ability to address urgent issues.
    • Media Coverage: Disruptions often receive significant media attention, shaping public discourse around political issues and parliamentarians’ conduct.
    • The Rajya Sabha, the upper house of Parliament, has witnessed greater disruptions. This is due to its composition, often leading to delays in passing bills.
    • The role of independent MPs and smaller regional parties has gained importance in recent years, influencing legislative discussions and outcomes.
    • Technological advancements have enhanced transparency and public access to parliamentary proceedings, leading to greater public engagement.

Before that, the report by the Ethics Committee recommended the expulsion of Mahua. Lok Sabha Speaker Om Birla said this House accepts the report of the committee. In this report the conduct of MP Mahua Moitra has been described as unethical, immoral and indecent as an MP. Therefore it is not appropriate for her to remain an MP. After the decision, Mahua said that the Ethics Committee had no power to expel. This is the beginning of the end of the Modi Government.

What is the Ethics Committee and how does it work?

On March 4, 1997, the then Vice President and Rajya Sabha Chairman KR Narayanan constituted the Ethics Committee of the Upper House to keep an eye on the ethical conduct of MPs. In 2000, the then Lok Sabha Speaker GMC Balayogi constituted an ad-hoc Ethics Committee for the Lok Sabha, which became a permanent part of the House in 2015.

It consists of 15 members from different parties. Presently BJP MP from Kaushambi Vinod Kumar Sonkar is its president. Currently, there are 7 MPs from the BJP and four from Congress, while Shiv Sena, JDU, CPIM and BSP have one MP each.

Any person can complain against an MP, but there must be evidence of unethical conduct. An affidavit also has to be submitted. If a Lok Sabha or Rajya Sabha member himself makes a complaint then there is no need for an affidavit. The complaint will go through the Lok Sabha MP.

The committee first conducts a preliminary investigation. If there is no case at first sight in the opinion of the Committee, it may recommend deletion of the case. For this, the committee chairman informs the speaker. If the committee finds a case to investigate after a preliminary inquiry, it proceeds with an investigation. After this, the committee sends its recommendation to the Speaker of the Lok Sabha.

If in the investigation of the Ethics Committee, any member is found guilty of ethical misconduct or violation of the code of conduct, then there is a provision for punitive action under Rule 297. Under which condemnation, censure, suspension and expulsion from the House for a fixed period are included.

11 MPs lost their membership 18 years ago in “Cash for Query”

In 2005, 10 Lok Sabha and one Rajya Sabha MP lost their membership in a case of asking questions for taking money. The allegations in the Lok Sabha were investigated by a special committee led by Congress MP PK Bansal, while the Ethics Committee in the Rajya Sabha investigated the complaint.

The case against Mahua Moitra was reported on November 9

Earlier, the Ethics Committee headed by BJP MP Vinod Kumar Sonkar, in its meeting on November 9, had accepted the report recommending the expulsion of Mahua Moitra from the Lok Sabha.

The Ethics Committee prepared a 500-page report.

The committee had prepared a 500-page report. In this, many important recommendations were made to protect the dignity of Parliament and to give importance to national security. Mahua is accused of taking bribes and asking questions against the Adani Group to benefit businessman Hiranandani.

Mahua herself had admitted in front of the committee that she had shared her ID password linked to the question-asking portal in Parliament. Hiranandani had admitted to giving bribes to Mahua.

The Ethics Committee of Parliament has finally recommended cancelling the membership of TMC Lok Sabha MP Mahua Moitra for asking questions in exchange for cash and gifts.

Six members of the committee voted in favor of the report

Six members of the committee voted in favour of the report. Suspended Congress MP Preneet Kaur was also included among them. However, four opposition members of the committee expressed disagreement with the report. Moreover, opposition members had termed the report as a fixed match. They said that there was no substance in the complaint of BJP MP Nishikant Dubey.

Mahua Moitra said after her expulsion

Mahua Moitra said on her expulsion as Lok Sabha member:

If this Modi government thought that by silencing me they could end the Adani issue. Let me tell you that this Kangaroo Court has only shown India that you have acted hastily and abused due process. This shows how Adani is important to you and to what extent you will harass a woman MP. She further said that the Ethics Committee has no power to expel. This is the beginning of your end.

She said that the Ethics Committee of the Lok Sabha report has broken all the rules. It is a weapon to force us to bow down. I have been found guilty of violating a code of conduct that does not exist. Additionally, the Ethics Committee is punishing me for doing what is normal, accepted and encouraged in the Lok Sabha. Moreover, the Ethics Committee’s findings are based solely on the written testimony of two individuals. Their statements virtually contradict each other.

Lalduhoma, former Indira Gandhi security handler, to be Mizoram CM. The Zoram People’s Movement has won a majority in the Mizoram elections, making it likely that party leader Lalduhoma will become CM. Let us know about the political life of Lalduhoma.

After the spectacular victory of the Zoram People’s Movement in Mizoram, it is almost certain that party chief Lalduhoma will become the next CM of the state. IPS officer-turned-politician Lalduhoma is in the news everywhere after winning 27 seats in the 40-member Mizoram Assembly under his leadership.

In a multi-cornered contest, Lalduhoma defeated his nearest rival J. Malsawmzuala Vanchhawang retained his Serchhip seat by defeating the MNF candidate by a margin of 2,982 votes. After getting a strong mandate, he told the media that he would meet Governor Hari Babu Kambhampati. He may meet on Tuesday or Wednesday and stake claim to form the government.

    Thought Leadership

Came into politics influenced by Indira Gandhi

Lalduhoma, a former IPS officer, served as security in charge of former Prime Minister Indira Gandhi and played a key role in the organizing committee of the 1982 Asian Games. Influenced by Indira Gandhi, Lalduhoma joined the Congress in 1984.

Lalduhoma was instrumental in bringing the Mizo National Front (MNF) into the mainstream and establishing peace in Mizoram. He said, “Indira Gandhi had entrusted me with the task of resolving the insurgency led by the Laldenga-led Mizo National Front. I met Laldenga in London where he was in self-exile. I persuaded them to come forward to end extremism”.

The Mizo peace accord was signed because of Lalduhoma

Due to the tireless efforts of Lalduhoma and on the initiative of former Prime Minister Rajiv Gandhi, the Mizo Peace Accord was signed in June 1986. Due to this, the conflict and rebellion that had been going on for two decades in Mizoram came to an end. Lalduhoma was elected MP from the Sole Lok Sabha seat of Mizoram as a Congress candidate. But after the assassination of Indira Gandhi in 1984, his rapport with the Congress party deteriorated. Therefore he left the Congress party. After this, he was disqualified under the anti-defection law in 1988.

Formed his party and won the trust of the people

After struggling for a few years, Lalduhoma formed the Zoram Nationalist Party in 1997. In 2003 he was elected MLA from Ratu’s seat. Ahead of the 2018 assembly elections, ZNM merged with six local parties to form ZPM. After that, this coalition group supported him as its chief ministerial candidate. ZPM has emerged as a strong third front in Mizoram’s dual-party electoral battle, performing well in local elections. He aims to replace Congress and MNF Mizoram, accusing both parties of doing nothing for the betterment of the state and its people during their four decades in power.
