Any person can complain against an MP, but there must be evidence of unethical conduct. An affidavit also has to be submitted. If a Lok Sabha or Rajya Sabha member himself makes a complaint then there is no need for an affidavit. The complaint will go through the Lok Sabha MP.
The committee first conducts a preliminary investigation. If there is no case at first sight in the opinion of the Committee, it may recommend deletion of the case. For this, the committee chairman informs the speaker. If the committee finds a case to investigate after a preliminary inquiry, it proceeds with an investigation. After this, the committee sends its recommendation to the Speaker of the Lok Sabha.
If in the investigation of the Ethics Committee, any member is found guilty of ethical misconduct or violation of the code of conduct, then there is a provision for punitive action under Rule 297. Exit poll results have been declared by different survey agencies. However, the exact poll will be declared on the 3rd of December 2023.
Voting has been completed in 5 states, i.e. Rajasthan, Madhya Pradesh, Chhattisgarh, Telangana and Mizoram.
The exit poll will almost clear the picture of whose government will be formed in each state. Although, it’s the exit poll and not the results.

This time the tradition will change or Congress will successfully regain power in Rajasthan. By this, the BJP seems to form the government in Rajasthan. Out of 199 assembly seats, 100 seats are required for the majority.

Of a total of 230 assembly seats in Madhya Pradesh, 130 seats are required for the majority.
So far, out of 6 exit polls in Madhya Pradesh, the BJP is close to the majority in 4 and the Congress in 2.
According to the exit poll of India Today My Axis India, BJP is expected to get 106-116 seats, Congress 111-121 and 6 seats for other parties in Madhya Pradesh. However, it seems that the BJP will be able to form the government. More Exit poll results are in the table below.
